It is a high-fidelity prototype of a product, but without a backend. If it is not a fully blown product, why build one? Why is it so important when it comes to development costs?

The UX prototype stage includes extensive user research, designing information architecture, wireframing, prototyping and usability tests, preferably with end-users.
